Blue Ridge cabin due-diligence checklist

The short answer

Before buying a Blue Ridge cabin, check five things on paper: who maintains the road, what the septic permit file shows, whether any dock has a TVA Section 26a permit, whether a rental certificate can transfer to you within seven days of closing, and the homestead and tax dates. The builder below adds the checks your cabin needs.

Most cabin problems here are not hidden in the walls. They are on paper at a county office: whose road it is, what the septic permit says, whether the dock is permitted, whether the rental certificate can move to you. The builder below assembles the checks that apply to one cabin, in the order you will need them.

2 During your inspection period

The five checks that catch buyers out

  1. The road. Fannin County maintains roads on its approved list only (Fannin County Public Works). On anything else, you and your neighbours are the road department.
  2. The septic file. Every system and repair needs a health district permit (North Georgia Health District). No rule we found requires a septic inspection at sale, so order one yourself.
  3. The dock permit. TVA approves every dock on the lake, and a new owner must notify TVA within 60 days (TVA rules, 18 CFR 1304).
  4. The rental certificate. It can transfer, but only if you apply within seven days of the sale (Fannin County rental ordinance 2025-02).
  5. The tax dates. Homestead applications must reach the assessor before April 1 (Fannin County Tax Commissioner); taxes are normally due December 20 (Fannin County Tax Commissioner).

Checklist questions

Does Fannin County maintain the road to my cabin?

Only if it is on the county’s approved road list, about 442 miles of asphalt, chip-and-seal and gravel. The county says state law forbids it from maintaining any other road, so private roads are up to the owners.

Is a septic inspection required when a cabin is sold?

No rule we found requires one at sale. Septic systems, repairs and additions do need a health district permit, so ask Fannin County Environmental Health for the permit file and hire your own inspection.
